EU Commission opens copyright consultation covering generative AI
The European Commission opened a targeted consultation on Sept. 29 on “a better copyright environment for creativity and innovation,” running through Nov. 3, per the Commission’s Digital Strategy site. One full section covers copyright and generative AI — licensing, enforcement, and AI-generated performer imitations — alongside online piracy of time-sensitive content, cross-border use of sound recordings, and copyright and research.
Why it matters: It puts AI-training licensing and enforcement formally on the EU's rulemaking agenda, running in parallel to the fair-use fight playing out case by case in US courts.
