Publisher group SPUR ships AI content tracking standard v1.0

SPUR — a publisher coalition formed in March 2026 that includes the Guardian, Financial Times, BBC, Sky, the Times of London, Mediahuis and the Associated Press — released version 1.0 of its Content Telemetry standard on October 2, following a draft that was open for public comment since June, per PPC Land. The specification sets up a reporting system for when AI systems retrieve, ground, cite, present and act on publisher content, now extended to multimodal content and integrated with provenance standards like C2PA; it also drops token counts as the primary unit in favor of character-based measures, chars_ingested and excerpt_chars, per Digiday. SPUR has invited OpenAI, Anthropic, Google, Meta and Microsoft to a new AI Licensing Advisory Board, with a first technical-committee meeting set for October 15, but names no company that has agreed to join — Google said only that it “frequently engages with SPUR and other associations on a variety of topics,” and the rest did not respond, per Digiday.

Why it matters: A usage-reporting standard for AI content is only as useful as its adoption, and right now no AI company has committed to reporting anything through it — the gap between a published spec and an enforced practice.
