- How much can Google be fined in the EU AI Overviews investigation?

Five French publisher organisations (CPA, FNPS, GESTE, SEPM and SPIIL) lodged a complaint with the European Commission over Google’s rollout of AI Overviews and AI Mode in France, per a joint statement dated October 29 that PPC Land reports. Google switched both features on in France on July 22; the groups say publishers have no transparency or effective control over how their content feeds them. The complaint adds French evidence to the Commission’s antitrust investigation opened on December 9, 2025, under which fines can reach 10% of Google’s global annual revenue. The statement does not publish the complaint, name member companies, cite traffic figures or ask for a specific remedy, and APIG, which filed its own complaint in France in August, is not among the signatories.
Why it matters: French publishers are moving AI Overviews from a national dispute into the Commission's existing Article 102 case, but the complaint and its data are unpublished, so what it adds to the investigation cannot yet be checked.
